i'm not sure about other states, but in ohio hebrew is one of the majors that qualifies students for a special grant--like most of the science majors and arabic--areas the government has identified as needing more competent graduates. i know there will probably be all sorts of challenges to this school, but really it's helping students get a head start in a language identified as desirable. and with most languages, students are better off with an early start.
