I'm going by memory here, but there was a summary of a symposium called The Totally Administered Society, so it will be buried somewhere, not in the headline articles. The grad students wrote bits about the presentations. I don't recall if Gallops' name was listed, but it was definitely his line.
I just checked the Table of Contents for Telos 35, Gallops was in the St. Louis Telos Group.
I'd say check your nearest university library, but someone probably ripped it off long ago.
